The Philippine Commission on Elections (COMELEC) described its plan to use online voting for the 2013 midterm elections as not feasible. Under the Overseas Absentee Voting law, only mailed ballots received by the Philippine embassies, consulates and other Foreign Service establishments shall be counted. The agency had previously approved a plan to employ the Internet voting system of Spain-based Scytl Technologies in Singapore. But it eventually withdrew its implementation for fear of legal cases being filed against the system. Nevertheless, the poll body said it will continue to explore the possibility of using the system in future elections, pending a study on the amendment of the law.
